Parliament has announced that budget discussions will begin today immediately following the General Assembly, starting with an opening address by Resmiye Eroğlu Canaltay, Chair of the Economy, Finance, Budget, and Planning Committee, followed by an introductory speech from Finance Minister Özdemir Berova, BRTK reports. Once general discussions on the entire Bill are complete, it will then proceed through an article-by-article review.
The schedule for budget discussions is as follows:
- Tuesday, 12 November: Budgets for the Presidency, Assembly of the Republic, Prime Ministry, and associated institutions.
- Wednesday, 13 November: Budgets for the Deputy Prime Ministry, Ministry of Tourism, Culture, Youth and Environment, Public Service Commission, and Ministry of Public Works and Transportation, along with affiliated institutions.
- Thursday, 14 November: Budgets for the Civil Defence Organisation, Security Forces Command, Courts, Supreme Administrative Inspector (Ombudsman), Legal Department (Chief Public Prosecutor’s Office), and General Directorate of Police.
- Tuesday, 19 November: Budgets for the Court of Accounts, Ministry of Internal Affairs, Ministry of National Education, and associated institutions.
- Wednesday, 20 November: Budgets for the Ministry of Foreign Affairs, Ministry of Economy and Energy, and Ministry of Health, along with their respective institutions.
- Thursday, 21 November: Budgets for the Ministry of Agriculture and Natural Resources, and the Ministry of Labour and Social Security, including affiliated organisations.
- Friday, 22 November: Final discussions on the Ministry of Finance budget and revenue budget, followed by a vote on the entire Bill.
The Economy, Finance, Budget and Planning Committee sessions will commence at 09:00. Once discussions in the Committee are finalised, the Bill will be presented to the General Assembly for further debate.
2025 Budget Overview
The 2025 Fiscal Year Central State Administration Budget Bill proposes a total budget of 136.28 billion TL for the TRNC’s activities and services from 1 January to 31 December 2025. This budget includes:
- 86.08 billion TL from local revenue,
- 9.45 billion TL from the Price Stabilisation Fund,
- 950 million TL from other funds,
- 55 million TL from revolving funds,
- 3.62 billion TL from special revenue,
- 14.5 billion TL in aid and credit from the Turkish Republic, covering TRNC investments (8.5 billion TL) and GKK and Civil Defence expenses (6 billion TL),
- 17.62 billion TL from domestic resources.
The total expected revenue is 136.28 billion TL, with any budget shortfalls to be managed through financial measures introduced during the year.
The 2024 budget stood at 78.72 billion TL, meaning the 2025 budget reflects a 73.12% increase over the previous year.
